Two Contentious Ordinances Pass at City Council Session

While council recessed from hearing about beverages taxes and property taxes, they passed the DROP changes and Paid Sick Leave ordinances.

As the city waits to hear what Council will do on the soda tax, property tax and funding the school district, two other contentious issues made their way through council today.

The earned sick leave bill, which would require most Philadelphia employers to provide paid sick leave to their workers, gathered enough votes to pass, 9-8.

Council members DiCicco, Kelly, Kenny, Krajewski, O’Neill, Rizzo, Tasco and Verna voted against the bill.

The changes to the Deferred Retirement Options Plan (DROP), passed as well, 14-3. The changes will reduce interest in the DROP accounts, bring stricter eligibility requirements and provide an option to take a lump sum payment at retirement in exchange for an actuarial reduction of the monthly pension.

Council members Blackwell, DiCicco and Kenny voted against the DROP revisions.
