Resignations and Recognitions: Donna Reed Miller's Final Days

The councilwoman will leave office after this month.

Thursday was City Council's last session before it adjourns in 2011. As a result, it's 8th District Councilwoman Donna Reed Miller's final day representing her district before she leaves office.

Cindy Bass, who won the race to replace her in November,  when she is sworn in Jan. 2.

According to Inquirer reporter Miriam Hill, Mayor Michael Nutter put together tributes for departing City Council members. Miller wasn't in the roomwhen he began to do the tribute, but later returned just in time to hear it.

Two of Miller's staffers are being forced to resignas she closes out her term, as a Philly.com report documents. Michael Quintero Moore, who is her communications director, and Kacy Nickens were both fined by the city Ethics Board for improperly using their city jobs during May's primary election.

Moore was  for, in part, putting together an endorsement for 8th District candidate Verna Tyner on city stationery. The document was sent to members of the media and others. (You can see that endorsement above at right.)

He was fined $3,800, while Nickens was fined $300 for working on the flyers. Both must resign and won't be able to work in a city job for one year.
