Philadelphia Parking Authority and Chestnut Hill Near a Deal on Lots

The Chestnut Hill Parking Foundation lots will become pay lots if the deal is finalized.

The Philadelphia Parking Authority would get 20 percent of proceeds through a deal in the works to have them take over enforcement of the Chestnut Hill Parking Foundation lots.

According to Mark Keints, a Chestnut Hill Community Association board member who represents the CHCA to the parking foundation, the Parking Authority will also get the revenue from parking tickets issued.

“There is really no viable alternative to managing six to eight small lots,” Keintz said at the CHCA board meeting Thursday night.

When asked if it was a done deal, Keintz responded, “I think so.”

Business owners in the area are currently under a volunteer compliance plan that asks them to pay a fee to maintain the lots. According to Keintz, the businesses were at about 60 percent compliance, which wasn’t enough.

Vanessa Mullen, a CHCA board member and co-owner of , objected to the deal.

“These lots are the biggest asset we have,” Mullen said. “We have control over whether or not a building can be rented as a triplex, but no control over our biggest asset,” she added, referring to a variance case that came before the board during the meeting.

There are currently eight lots that are free of charge, for now:

  • Lot #2 on East Evergreen Avenue (behind Bank of America)
  • Lot #3 on East Evergreen Avenue (behind Wachovia)
  • Lot #4 on East Highland Avenue (behind Hirshorn Co.)
  • Lot #5 at 8300 Germantown Avenue (next to PNC Bank)
  • Lot #6 on West Highland Avenue (next to Valley Green Bank)
  • Lot #9 on 8600 Germantown Avenue (behind Citizens Bank)  entrance on Hilltop Road via Rex Avenue
  • Lot #10 on Bethlehem Pike (next to C.H. Physical Therapy Center)
  • Lot #12 on West Evergreen Avenue (at R8 – Chestnut Hill West Station)
