Parking Violations: Where Does the Money Go?

Where does the Philadelphia Parking Authority send its revenue from parking violations?

Over the last two months, Chestnut Hill has seen parking violations nearly double over last year's number of tickets. Most tickets are $26. And with more than 1,000 violations distributed in Chestnut Hill in each of the last two months, where does that money go?

According to Linda Miller, a spokeswoman for the PPA, the money goes to the City of Philadelphia.

"After PPA expenses any revenue resulting from the onstreet operations, including ticketing, goes to the General Fund, City of Philadelphia," Miller said.

While in some parts of the city, onstreet operations includes money collected from kiosks and parking lots, in Chestnut Hill, the money collected from the kiosks installed in April in parking lots goes to the Chestnut Hill Parking Foundation.

According to the Pennsylvania Intergovernmental Cooperation Authority's Guide to Philadelphia's General Fund Budget, the money the city receives from the PPA falls under the category of "revenue from other governments." This category accounts for 19.6 percent of the city's general fund, but is populated by other organizations and departments.
